Res. 2189 - Supplemental Budget FY 21-22 for FTE for Planning Department COUNCIL BILL NO. 3183 RESOLUTION NO. 2189 A RESOLUTION ADOPTING A SUPPLEMENTAL BUDGET FOR FY 2021-2022 FOR PURPOSES OF ADDING AN ADDITIONAL FULL-TIME EQUIVALENT ("FTE") POSITION TO THE PLANNING DEPARTMENT FUND. WHEREAS, the City adopted the budget for FY 2021-22 through approval of Resolution No. 2172; WHEREAS, ORS 294.388 stipulates that as part of the City's budget, it must make an estimate of expenditures for personnel services for each organizational unit or activity and include the number of related Full-Time Equivalent ("FTE") positions; WHEREAS, as part of the City's FY 2021-22 budget, the City approved four (4) FTE positions for the City's Planning Department; WHEREAS, ORS 294.471 (1) permits supplemental budgets when either (i) "an occurrence or condition" which had not been ascertained at the time of the preparation of a budget for the current year requires a change in financial planning; or (ii) "a pressing necessity" which could not reasonably have been foreseen at the time of the preparation of a budget for the current year requires prompt action; WHEREAS, the City's Community Development Director is requesting to add one (1 ) additional FTE position to the Planning Department Fund for the remainder of the FY 2021-22 budget year to help address unforeseen circumstances related to sustained increases in development activity within the City of Woodburn, which requires prompt action to address; WHEREAS, no fund transfers are being proposed or requested as part of the addition of the new FTE position; WHEREAS, The functions of this supplemental budget will be reimbursed through increased Planning Department revenue (planning fees that came in higher than anticipated) already accrued and accounted for in the current fiscal year; and WHEREAS, the supplemental budget being contemplated by this Resolution will not extend beyond the end of the current fiscal year or budget period and the additional FTE position will subsequently be proposed for inclusion in the next FY 2022-23 budget; NOW, THEREFORE, Page 1 - COUNCIL BILL NO. 3183 RESOLUTION NO. 2189 THE CITY OF WOODBURN RESOLVES ASFOLLOWS: Section 1.
