Ord. 2599 - Amending Ordinance 2433 (Master Fee Schedule) COUNCIL BILL NO. 3177 ORDINANCE NO. 2599 AN ORDINANCE AMENDING ORDINANCE 2433 (MASTER FEE SCHEDULE) TO MODIFY THE BUILDING DIVISION FEE FOR DEMOLITION PERMITS WHEREAS, the City of Woodburn desires to undertake local regulation of residential and commercial demolition activities; WHEREAS, an historic demolition fee was previously adopted into the Building Division Master Fee Schedule using a calculation of valuation methodology; WHEREAS, the Building Division, in consultation with the Public Works Department, finds that a more reasonable fee calculation for demolition permits would be a flat rate fee; WHEREAS, the flat fee rate for residential demolition permits would be lower than the fee rate for commercial demolition permits; WHEREAS, the City has calculated the flat fee rates based on its predicted average cost for internal processing of the permit(s) and one to two onsite inspections by the related City building and public works departments; WHEREAS, pursuant to Oregon Administrative Rule 918-020-0220, the City provided the State Building Codes Division with the necessary notification for adopting a new program fee for demolition permits, and provided an opportunity for public comment on the new fee at the March 28, 2022, City Council meeting; NOW THEREFORE, THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. For purposes of this ordinance amendment, all new text is shown as underlined (i.e. new text) and all deleted text is shown as stricken (i.e. deleted +o„+). After this ordinance amendment is adopted, the City Recorder shall correct the Master Fee Schedule to incorporate all revisions contained herein. Section 2. Ordinance 2433 (the Master Fee Schedule) is amended to modify the Building Division Fee related to Demolition Permits as follows: Page 1 Council Bill No. 3177 Ordinance No. 2599 Demolition Permits: RIGR I? of peFrnit foo Residential Structure, $300.00 Commercial Structure, $600.00 Section 3. All Building Division fees and charges that are inconsistent with those contained in this Ordinance are hereby repealed, as of the effective date of this Ordinance. Section 4. This Ordinance and the new fee schedule included herein, shall take effect on June 1, 2022.
